If I run a file to disable a user's account through IPSIS (DELETE action for that record), what would the difference be between running a file with a Create vs an UPDATE action to enable the account again?

As a general rule, the UPDATE command will behave as a CREATE command if the object in question does not yet exist in Brightspace, as stated in our documentation about general CSV rules: "Sending an UPDATE action when the object does not exist results in a CREATE request. Common behavior is to use only the UPDATE or DELETE actions."
