Allow users' to view an expired/closed course
Please share your organization's best practice on how we can allow users to view an expired/closed course—but NOT earn a certificate. Is this handled through an intelligent agent role change with different roles and permissions assigned to that specific role? Such as a 'Read Only' role?

From what you have described, it seems the best way is to enroll users in expired courses with a different role that has limited permissions. Access to courses depends on enrollment and role settings. So, if users are enrolled and their role allows access to past, future, or inactive courses, they should be able to access them.

We have a role called Past Course Student that has the same permissions as the Student role, but can access the course past its end-date. Our service desk manages the enrollment on request and schedules a time to unenroll after the needed amount of time. It is up to the instructor to remove/block access to activities in the course that might release a certificate award.
