Can I use Surveys to have students evaluate courses?

Specifically what I am proposing is to have a course evaluation survey copied to every course by Super Admin. This survey is not editable by the faculty of the course, and can be completed by all students enrolled in the course with the results sent to an appropriate dean or program chair. Is this possible? Is there a better way?
