I hope your day is off to a great start. In my explorations of the discussions tool, I have found this Brightspace Tutorial video on How to Evaluate Discussions very helpful.

Additionally, I might recommend checking out the article on Manage discussion forums and topics as a great place to start as you troubleshoot permissions.
