In automated Quiz Feedback, what determines when answer-specific feedback is shown?

I just realized that learners are not able to see answer-specific feedback in quizzes.
- What determines when a learner sees answer specific feedback versus overall feedback.
- Does Overall Feedback supersede answer specific feedback?
- In the Quiz Results Display, does the "Answers" need to be displayed? ← I think this might the issue.
Question per the Edit Exam view:
As you can see, this quiz has feedback per answer. It also includes Overall feedback.
Learners get 3 attempts to complete their exam. Because this learner got 78%, this is the view they would see. I'm wondering if the answer-specific feedback isn't showing up because we don't show learners the correct answers.
Learner View:
The learner selected the wrong answer, but they only see the Overall feedback.
Admin Grading View:
Our exams are automatically graded, but here's what I saw when I went to "grade" the learner.
