Forward Brightspace emails to another account
I followed the instructions as per
Unfortunately the check box is not an option for me. Is this a permission thing that I need to have someone activate?

You are correct that these grayed out areas are controlled by both Roles and Permissions and Configuration Variable settings. Here is more information that discusses these in depth:
