Using a Moderated Survey or Discussion

Two things...

Is it possible to create a moderated discussion/survey that does not carry a point value?

Also, when creating a survey, that was made available, however, students are still unable to see it?

You can create an ungraded discussion, and still offer learners feedback.
All you'll have to do is not create a grade item on the discussion.

Does your survey have dates or other release conditions tied to it?
If so, these may be the reasons why the survey is not available to students.
