When an email is sent from an Announcement, is it possible to have only the subject topic listed, and not the course name?

It is possible to adjust this using the Language Management tool.

For your scenario, removing the org unit name from the subject line, there are two you will want to adjust.
Start by changing the Tool Package to News, and search for the term "subject":
You should see these two terms after that search:
That fifth column is the default that is added to the email subject line (which pulls in the name of the Course Offering). The sixth text box is for a customized term. To remove the name of the Course Offering, you'll add a [0] to both. You could further customize if wanted, but to do a full removal, [0] will achieve this:
While I did test this myself, would make the adjustments on your end but also run a quick test using a sandbox to ensure you're happy with the result.
