We have been re-evaluating permissions and trying to remove the functionality to sub-admins to enroll at the org level and do it through the classlist.
They do not see the classlist the same and I am unable to figure out why it changed. Any Ideas?

Just a few further questions to help advise you:
Are you looking to only allow the sub-admin's to enroll existing users into a Course Offering?
Are sub-admin's able to create new user accounts in your system, and there's where the concern is coming from?
Lastly, could you expand the Add Participants menu and send an image of that? I wanted to check and see if they have 'create and enroll new users'.

Yes, the goal is to only have them enroll existing users into a course template or department.
They are not able to create new users, and when I open the Add existing this is what it gives me.
I think I found it actually under the User Privacy information which seemed to fix it. Thank you for your response!

I actually have had something pop up in the classlist. I adjusted the privacy permissions but the user still cannot see the Username and OrgID. They can see it for the course template, but not the program/department level. Any thoughts?

Are you yourself able to see the Username/OrgID in the same classlist?
Yes I am able to see it, and the user can see it in the course offering but not the course template or program/department.
Thanks for confirming that you yourself are able to see Username and Org Defined ID, as that rules out two config variables preventing it!
I double checked permissions and the only things you should need is for this user to see the details are:
Classlist > Has Access to the Classlist > Department/Program OU
User Information Privacy > See First Names/Last Names/Usernames/Org Defined IDs > Department/Program OU
Users > View Users' Org Defined IDs > Department/Program OU
You probably already did this, but my next troubleshooting steps would include:
If all of that looks good you might want to then open a case with our Support team so they can access your environment and check for any other problems that could be a problem.
