FAQ Link in Homepage Announcement Shows “Not Authorized” for Learners

I created an FAQ using Course Content > FAQ and added the link to an announcement on the course homepage. When learners click the FAQ link in the announcement, they get a “Not Authorized” error.

However, when the FAQ is added inside a module, the link works fine.

On module level:

  • I switched my role from Instructor to Learner, clicked the FAQ icon inside a module, and copied that link.
  • I then switched back to Instructor and used the learner-version link throughout the module wherever I added a link to the FAQ page. This works as expected.

On Homepage Level:

  • The problem is on the homepage. When I switch to Learner, the Content tab (where I can create and copy the FAQ page link) disappears, as this tab is only for instructors. This means I can’t grab the learner-version link to use in the homepage announcement. If I copy the link as Instructor and impersonate a learner, learners see the “Not Authorized” error.

Question:
How can I make the FAQ link in a homepage announcement accessible to learners? Is there a workaround, or is this expected behavior?

This will allow one of our agents to review the permissions on the role, as the “Not Authorized” error is most often caused by insufficient permissions.
