I was expecting something that includes more specifics regarding computer or operating system specifications, but my perception may be outdated. That information may no longer be pertinent.
I previously saw the same information on browsers. Is that all that is necessary because the D2L software is web based?

You're absolutely right! Since Brightspace is a web-based platform, you only need a device with a stable internet connection and an up-to-date web browser to access it.
However, if you plan to use the Brightspace Pulse app, you will need to meet certain device specifications. The app must be downloaded and installed on a compatible device. You may view the required device specifications for the app here. 😊
