How do I export a specific student quiz attempt as a static file example (pdf ideally) for use in accreditation reporting? This is an essential function that seems to be absent.

Its seems that currently there is no option to export specific student quiz attempt as pdf but there is a PIE item(D7213) requesting the same and is under consideration, we would recommend you upvoting for the idea which will allow you to get updates on the request . Meanwhile as a workaround you can export all students attempt from Quiz> Grade> Attempts>Export to CSV and then you can filter by student needed and save as pdf .

You could try setting up a Report for your Quiz to get this info. Set up an Attempt Details report on the quiz. You can set up the report to also include the Attempt Duration (time) and learners' Org Defined ID, and to show either their first attempt on the quiz, or all of their attempts on the quiz in this report.
Once the report is set up, go back to the Quiz tool main page, click the arrow next to the quiz name (action menu icon), and select the View Reports option from the menu that appears to see the report you set up. You'll see the button to Generate HTML for this report, which shows a simple UI of the quiz attempt. On this page with the HTML report, you can click Print Report.
By selecting Print Report, you will generate a downloadable PDF on the entire quiz attempt(s) for each learner that took the quiz, that you can save to your computer. It'll show the time/date the learner(s) took the quiz, and how long they spent on it, and their grade for each attempt. It'll also show what they answered on each question, and the score on each question.
