What does completed checklist actually mean?
I have checklists that include quick links course assignments. Does the student need to submit a completed assignment to be able to check the item ? Or, can students simply check everything on the lsit and move on? I'm attempting to set up a release condition that a student needs to complete the checlist to get to the assignment and I"m confused. Does that mean I have the assignment from the checklist?

If you add Release Conditions to a checklist using the Restrictions tab, your learners will have to meet those conditions first in order to see your Checklist, which is not what I think you are intending. You cannot set up the checklist in the way you are hoping, because you are right that students can select any checkbox as complete without having actually submitted their assignment/done their reading/etc.
If you are concerned they will select/check the assignment and then forget to submit the assignment for grading, you can set up a reminder Intelligent Agent using the Release Condition "No submission to folder". Here is more about IAs (a criminally underused Brightspace tool!)
If you want to release an assignment only after the learner has submitted other assignments (or met other conditions), you can do that using release conditions on the specific assignment you want to release once the learner meets your requirements (aka release conditions).
