While it is not possible to verify whether a student has read instructor feedback, I can see that this functionality has already been requested as a new feature through Brightspace Community's Product Idea Exchange. In fact, this idea is currently under consideration, so I recommend you check it and vote it up:

@Andrew.M.2190 Click the link to the Product Idea Exchange (3rd Party Tool) - also found in the right sidebar under Quick Links - which will open in a new tab, then come back here and click the link in the comment to the PIE item.
