You can change push notifications settings through the Pulse app.
and you'll be able to see a list of options to toggle a push notification on/off for.

Unfortunately, this does not answer my question. The question isn't about getting notifications within the app itself, which is what this question answers. The question is how to get push notifications outside the app and not in email. The same way every other app works…with a a red bubble and number or a banner or a sound or all of the these. It is that part that isn't working.
To clarify, when students turn on push notifications from the Pulse app, they will be able to receive course-related updates/notifications from Announcements, Assignments, Quizzes and other Brightspace content on their device's home screen and notifications bar.

Additionally, it should provide badges and sounds (the little red circle with the number of notifications in the app at the top right of the app icon)? None of these features are working for me and some of my students indicate this as well. This is how the settings on my phone look and I get none of these things.

I too have had this problem with no Pulse notifications on mobile for years. When I asked our IT support team/help desk, they say they only support the primary platform not the app, almost as if it’s third party. (So sending users to their own helpdesk in many cases is no help.)
And PS: instructors really need notifications when teaching an online asynchronous course!
