groups at org level

We are trying to create a work around for course evaluations for our organization. We have a request to only allow certain roles to access certain surveys. However because we have integrated with our SIS system their top level enrollment for department chairs is set at instructor. I enrolled them in their specific departments at the department chair role but since our survey's are living at the top level it is defaulting to their instructor role. Long story short I think the easiest option would be to create a group at the org level but when I tried to add it to the nav bar it tells me that the groups section tool is not available. I have all the permissions turned on to view groups and sections. if anyone has any suggestions please let me know!

    Unfortunately, Groups is just not available at the Org level, as the message indicates in your image. You could however, use a couple of Course Offerings to act as a pseudo-group for the purposes of identifying who should be receiving which Survey. Depending on how and which tools you are using to facilitate your course evaluations, this could help. Particularly if you are using the Brightspace Survey tool, you could utilize those Course Offerings for Release Conditions and then hide the courses by making them Inactive or utilize the "Make this survey available to users at other org units" in the Special Access options.
