Issues that appear on the known issues list are existing features that are deemed defective. Since this feature has not yet existed, this is considered a feature request.
To express/reiterate your interest in this idea, I would like to point you to the following feature request in the Product Ideas Exchange (PIE): Attendance Register Repeat Name Column and Totals Column (D4191)

Thanks. Turned out to be the option to share a SCORM was disabled for our Institution. It's now enabled.
Together with the option to Manage shared objects for our faculty admins it looks like we'll get all the functionality we wished for regarding managing and sharing SCORMs on a faculty level.
