Why is option not stand-alone?

Is it just me or does this not make sense:
Shouldn't "Restrict award to…" be its own thing? Why is it nested under "Make this award available to other…"?

I hope you're having a great week!Thanks for reaching out with your question about the Awards availability options. The behavior you're seeing is functioning as designed. The option is intentionally nested under "Make this award available to other award creators and their courses."
As outlined in the documentation: "You can further restrict the award to the course in which it is created and its child org units." This setup allows awards to be shared across courses when needed, while still offering control over access based on course hierarchy.

Thanks for your response @Isidora.R.173 . I looked at the documentation and it still doesn't make sense to me. I understand the logic of having a "Restrict award to…" checkbox, but I don't understand why it's nested under "Make this award available to other award creators…". To me, this makes more sense:
