Is there a way to give user permissions to create courses only to a specific division and also restrict them from accessing other division/ department courses?

Unfortunately there's no permission combination where you can enroll an admin users into a specific Department and only give them access to create courses under that Department.
It could be possible to use the Create Course Widget, however The use-case I've normally recommended it for is sandboxes or master courses. If you wanted to at least explore that, there's more information available here:

Yup it will! It will operate as a standard Course Offering and you'll have full access to any regular options and allow you to enroll users as needed.
