The answer to where a widget may be located is dependent on the the org unit you're in within a Brightspace environment. For example, when you login and land on the organizational homepage, there may be a different collection of widgets there than you see within the homepage of a course offering. Additionally, you may have the same widget available on different homepages but placed in different locations within the homepage. In other words, it can be contextual.
A Student Help widget is typically located on the organizational homepage, and sometimes throughout the Brightspace environment. If you are not seeing the widget you're looking for within a specific org unit, given the type of widget you're looking to locate, I would attempt returning to the organizational homepage and looking for it there. You can typically redirect yourself to the organizational homepage by selecting the Home Icon in the top-left corner of the page, or by logging out and back in again.
If you seeing the widget on a homepage, but not seeing it on a particular homepage you're expecting or hoping to find it, I would recommend reaching out to your institution to let them know so they can consider adding the widget to that particular location.
