Suggestion:
Allow the creation of an agent based on overall content completion (e.g. <50%), so that learners who have not completed at least half of the content automatically receive a reminder email.

Is appears you are attempting to share a feature request or new functionality within the Brightspace platform.
If you would like to request new features or submit ideas about how the product can be approved, we encourage you to leverage D2L's Product Idea Exchange (PIE) — accessible from the Quick Links panel in Brightspace Community (login required).
Once in PIE, I would recommend browsing for an existing idea that may match what you're looking for. If a match is found, you can like the idea to cast your vote. If no match is found, please take the time to submit a new request.
