You have an Attendance feature, however it doesn't appear to have any function: it can't be used as a Release Condition for a Quiz, for example. This would be ideal for our purposes, allowing Attendance to control access to quizzes.

You're right that the Attendance tool doesn't link to Release Conditions. There are some requests around Attendance in the Product Idea Exchange that you might want to review and add comments to.
When people want to use attendance as a release condition, the common route is to create a category in the gradebook, and grade items to represent each session, so it could be worth exploring that workflow if you haven't already.
