Published Feedback not showing for students

I spoke with an instructor last week about the fact that after the last wave update, her students could not read published feedback on the student grade screen.
For example, the instructor entered feedback on this test, published it, and it's now not showing.

This means individual students can't see their feedback. It worked on items entered previously. She thinks she noticed the feedback was missing about September 19th.
Here is example feedback prior to the 3rd wave:

When the student clicks View Quiz attempts, even though they've taken the quiz, this is what they get:
