How can a Course Home module be force-applied across an organization's Brightspace environment?

My institution is working to create a consistent Brightspace experience for learners. The current reality for my institution is that course set-up is based on each instructor's preferences, effort, and knowledge of best practice in e-learning. To try and get all Brightspace courses on the same page, faculty were given a list of non-negotiables, which included a posted syllabus, including a "Course Home" module at the top of Content, ensuring all assignments, quizzes, and discussions are accessible through Content, and including a module overview with each module (no blank pages). Though this has been communicated, faculty who do not regularly use Brightspace because they teach solely face-to-face have not all followed through with these expectations.

What I would like to focus on to increase accessibility across courses is the Course Home module. Nested in the module would be information students need access to, like ADA information, FERPA information, the academic integrity policy information and the AI policy.

Is there a way I could create a module that automatically goes into each new course that's created? My institution uses Jenzabar CX for our SIS, and courses are registered in that environment first before being pushed to Brightspace.

Would a course template in Brightspace be the solution? If yes, how can the template be force-applied to all newly created courses when the course are being created in CX first?
