Question Libraries and Learning Repositories

I have a few questions about the Question libraries and Learning Repositories within course offerings in Brightspace.
Our setup is such that we have one main course offering under a Master Department (which we consider as the Master file for the course offering). We need to duplicate courses under Master Department to Department A, Department B, so on and so forth. We have set up question libraries in the master course offering, and will be copying the entire library to a different department. Now, when we make changes to the master question library, it doesn't seem to update in the other departments where the question has been copied to. We want to be able to make changes to a question in the master file, and have it reflect everywhere that question is used. What is the best way to do this?
Additionally, can we use Learning repositories for this purpose? If we publish the questions within the question library to a repository and make that available to all the courses, will the changes made to a question in the repository reflect everywhere the question is being used? Thanks!

After further looking into the possibility of making changes to the imported question library from the main course, I wasn't able to find a way to do so in the LE currently, but I found an idea on our Product Idea Exchange:
Abilty to link and automaticly sync question Library from mulitple courses (D3490) which looks similar to your query, may I suggest you upvote this idea as this gives visibility to our development team on the requirement of the feature.
However, you can publish the questions to the LOR. I am attaching an article that outlines the steps: you can then add the questions via the LOR to the course quizzes and manage them.
