Why can I not see this set of permissions (accommodations) in my instance of Brightspace?

I cannot see accommodations permissions under Roles and Permissions: https://community.d2l.com/brightspace/kb/articles/4771-accommodations-permissions

I have been unable to locate documentation on enabling accommodations.

What am I missing here?
