Limitations on HTML in Assignment Descriptions

Hello,

I have a professor who is embedding graphics in Content's HTML pages using img src="data:image/png;base64 etc. so that each page of content can be managed as a single file. This is not working when he tries to do so in the description of an embedded assignment in NCE.

After saving HTML with an embedded image, the image gets silently replaced by an empty javascript block.

This is an OER course and he doesn't want to add course files to each section. Other than an IMS package, he sees embedding as the only solution, which doesn't work in certain places (the HTML field when a Unit is created and the Description area for assignments).

Any idea how to work around this?
