PIE Product Idea Exchange - Unavailable Quick and Not Authorized error

When I try to visit the PIE page from the quick links menu

https://community.desire2learn.com/d2l/common/dialogs/quickLink/quickLink.d2l?ou=9079&type=lti&rcode=D2LLC-27140&srcou=9079

there is an error: Unavailable Quicklink

If I click on that page's Heading "Product Idea Exchange", there is an Unauthorized error
