Does publishing an assignment submission send an email to the learner automatically? If so, is there a way to stop it from happening?

Yes, assignment submission confirmation emails are automated. It is not possible to stop Assignment Submission emails.
If you would like more options I would suggest the submission of a PIE item, or upvoting one that suits your use case. You can also create a new PIE item and upvote.

Publish. once the instructor publishes the score/grade. Is there a way to stop automatic emails to the learners on the PUBLISH.

The learners or any users can turn off the email notification for the publish all feedback completion / assignment feedback released from their notification settings under their profile.
