Disable downlod for individual content in courses

Is this always going to be global or not?

We would really like the ability to have select content being available to download, and other content not be able to.

Unfortunately disabling the download content permission is not possible without making global change to the role/permission. Meanwhile other clients has raised the same request and I would recommend you upvoting for the PIE item .
