To change the quiz question's point value you go to Quizzes in the course and click the action menu (dropdown) next to the quiz. Select Edit to begin your changes (*You will be warned that your changes will only affect learners going forward but you can re-evaluate existing users)
Click on the question you want to alter and that takes you to the page where you can change the number of points. Save and then go back to Manage Quizzes.
Now, if you go to Quiz > Grade you should see some user attempts that show a warning that the grading is basically out of date. For each impacted attempt you can recalculate their attempt.
DO NOT choose to "Reset Attempt"… that means to delete the attempt. Instead, open each attempt and click "Reset Evaluation".
Click Yes, then OK, then Update to save your changes.
