Hello - Thank you for your response. I looked at these articles but don't believe this pertains to our situation. I'm still seeking a solution for how our Advisor role can view student progress.

Hi Jacob,
If the user's role has "User Information Privacy" permissions and the relevant permissions, it is likely that the role is missing some other key permission. However, without seeing the permissions for the role, it`s hard do determine which ones need to be enabled.
I would suggest opening a Support ticket, so a support agent can go through them and verify which ones are missing.
