When I am grading assignments in D2L if I add a textbox to make an annotation I cannot go back in and edit that textbox. It looks like it changes, but as soon as I click out of the textbox it reverts to the old information.

I've tried to reproduce the issue and couldn't. Depending on the file type being annotated, ss long as you select 'Save Draft' or 'Update' any change to the annotation should be saved to the submission/evaluation.
Behaviour I did notice was if the textbox wasn't 'big enough' or expanded in some cases the text would be cut-off. Expanding the text box would always reveal the annotations made.
If the issue persists, please try the submission evaluation using a different web browser if one is available. If you still experience the issue across different browsers log a case with the D2L Support team to investigate further.
