The default widget behaviour is something that is controlled/managed by your institutions Brightspace administrator. Please connect with your institutions support team in the first instance to see if anything has changed at a higher level. If necessary they can connect with the D2L Support team to investigate the issues being experienced with the Visual Table of Contents widget.
Before doing so if possible check the widget configuration settings covered in the following 2 resources. Depending on your level of access/role permissions one of the resources will be more relevant than the other e.g. Admin vs Instructor. See
