Is there a way an Instructor can set up an event and the student can choose a time to attend? How can the instructor set this up in order for the student to choose a time?

Unfortunately, at this time we do not have a scheduling tool.
I just wanted to give you a heads-up about a PIE item that's been submitted by one of our community members.
Zoom LTI, Appointments and the Calendar (D10258)
It's similar to the idea you mentioned, and under this post you will find a comment with other alike PIEs.
