Is there a way to not release the course until the activation assignment is completed?

Yes, I did. They didn't know the answer, which I found very odd. They were looking into it. Anyway, yes, we want to have an activation assignment for every course where they do a plagairism quiz etc. , once that is completed, the course can be "opened"
