How to export a list of all users ?

When I try to export a list of users I receive a error message. Attached.

    Hi Andrew,

    A forbidden message indicates that you (the caller) do not have the necessary permissions to access the data sets. Please review the permissions for the caller role and ensure they have the required permission:
    Can Access Brightspace Data Sets.

    I do not see the Caller role listed in permissions and roles. Is there somewhere specific I should be looking?
