Quiz Results for students in New Content Experience
How can students review their quiz submissions in New Content Experience if they do not have access to the Quiz List page? (Our institution does not permit students access to this page by default.)

Based on your description, it appears that the most effective way to view a student's quiz results in the New Content Experience is through Class Progress. The quiz result published can be found in Class Progress. The student can navigate to Class Progress, select Quizzes, and then view the result of their desired quiz.
Alternatively, if students don't have access to class progress then we have identified this as a feature request. I have found an existing PIE idea that matches your query.
