Course access: user's role or user collection's course enrollment role?

Here is an example: When creating a user account for a particular individual, they are assigned the Administrator role and enrolled in Course A using the bulk user management template. The Administrator role is not cascading. That user is then added to a user collection, and, later on, that collection is also enrolled in Course A with the Learner role.

Which role will determine how that individual accesses that course? Will they have Administrator or Learner permissions for that org unit?

As the Administrator Role is normally cascaded, it is best to have a second user with the Learner role here. This way you will guarantee that the Administrator/learner user logs into course A as a Learner.
