New users in collection; re-enroll user collection in course?

Say a user collection is already enrolled in a course. Later, some new users are added to that user collection.

Yes, those new users can be enrolled in the course independent of the user collection, but shouldn't the new users automatically get enrolled because they were added to the previously-enrolled user collection? Or should the entire user collection be enrolled in the course again in order to have the new users included?

A user collection serves as a grouping of users, and specific actions, such as enrollments, need to be executed against new users individually. Enrollment actions are snapshot-based and will only affect the current users within that collection at the time of enrollment.
