If a learner is struggling to open an excel file attached to a quiz question, is a browser block on pop ups etc. the reason for it? No other student has experienced this issue.

Unfortunately, we will be unable to provide a reason without investigation. If it is user specific, then it should be device issue.
Can you please ask the leaner to try different devices and see if the issue is getting fixed ?
