Bulk Enroll Users

Greetings,
I am trying to bulk enroll users to a course using a CSV.

suggests things I cannot do. My Brightspace does not have a menu called Admin Tools. I *do* have a menu called Module Admin, but it shows only "Classlist;" not Users. Under Classlist there is no Bulk User Management shown.
Is my institution using an old version of Brightspace, or are the permissions set in such a way that I cannot see them Admin Tools menu?

@Tommy.V.531 Admin Tools is the gear icon next to your name in the top right corner. Your institution might not allow access to the Users though.

Thanks, Jennifer. Turns out my admins are exclusively enabled for that function.
