I see there is a way to customize the quiz completion page, but I do not see how to update the quiz instructions page. I would like to be able to customize the instructions part of this page. How do I do this?

The Quiz Instructions can be customized through the Language Management tool (via Admin Tools). However to do this you must have Administrative privileges, or similar, enabling access to the tool.
It's important to note that any change made through the Language Management tool will impact all Brightspace users, in your case a change to the Quiz Instructions text will be visible to all quiz users in Brightspace. You may need to socialise the change with your peers and institutions learning management team.
If you are seeking to make changes to your quizzes only, this functionality is not currently available. The idea to do this is a good one and you should consider making a submission into the Product Idea Exchange for review and consideration.
