Impersonate is enabled but it doesn't appear in the dropdown menu
I have enabled Impersonate in Roles & Permissions for our lead designers, but the option does not display in either the Classlist or User list. What am I missing?

Hi Francis,
We are sorry to hear that your are still experiencing issues with the user impersonaton.
To allow impersonation, give the new role the "Impersonate {target_role}" permission in the Users Tool. You must also ensure they have permission to see the Usernames and Org Defined Id values at the Course Offering Level (to allow impersonation within a Classlist) and at the Organization level (to be able to Impersonate from the main org Users Tool).

Iwona, your link about User Information Privacy permissions was the answer:
If you clear any User Information Privacy role permission check box, all users, regardless of access to non-directory information, lose their ability to impersonate users, and the Impersonate User icon no longer appears in the Classlist.

Thanks for reaching us through community. I think you might need to add few more permissions for seeing impersonation for user.

Sadly, I have already given Impersonate permission for every role below them (see screenshot 2), so that can't be the problem.
Also, the documentation says missing subsidiary permissions would display an error message, but we aren't even getting the option to click the command. It's just plain missing (see screenshot 1).
