How does one create a navbar that is shared? I have created a unique navbar for a specific course, but other courses in the same program are wanting to use it. However, I cannot 'share' it.

You can only share a navbar from the organization level.
To share a navbar from the organization level, you need to follow these steps:
- Click on the navbar
- Go to the Add Org Units and share option
- Choose the courses, departments, semesters, etc. that you want to share the navbar with
- Ensure that you have the required permissions to complete the share
