Enrollments to Org level and course level are done separately. A user will be first enrolled into Org level and this is important step.
Users are not automatically enrolled into any course levels. You need to send the enrollment request to various org units the user needs to be enrolled into.
Only users in Cascading role in org level will only be automatically enrolled into all org units under the org level.
