I want to have students answer the first essay question. Then choose 1 of 3 others. How to set up?

As of now, it is not possible for students to choose questions to answer out of a question pool.
However, I've just checked our Product Idea Exchange section and found that this idea has already been requested as a feature:
Create an optional question option within quiz tool (D9279)So, I recommend you vote it up. The Product Idea Exchange is designed for users like you to send direct submissions to our Product Development organization and has the following advantages:
- It allows you to receive direct updates on each request you submit
- It allows other community members to vote on ideas
- It allows other community members to contribute to and collaborate on each idea
- It ensures ideas that have the greatest impact on our clients and end users receive consideration for inclusion in future releases.

Within Brightspace there isn't really a way to make questions optional within a Quiz. There is some question branching you can do within Surveys, but that's obviously a different thing.
What I would suggest is simply putting the questions all within the same question text for the Written Response question type. It could read something like:
Choose from one of the following prompts for this question:
1. Prompt 1…
2. Prompt 2…
3. Prompt 3…
[Single text block for student response]This makes the question block itself rather large (depending on how long the prompts are), so you may also want to consider adding the question into a Section and or utilize the Paging setting to put that question on a page by itself.
