What does making a quiz question mandatory really mean?

Aren't questions already mandatory as they are originally created and as long as they are not a bonus question?

Good question! By default, a learner would be able to submit a quiz without selecting/typing an answer for any of the questions. Making one or more of them mandatory requires them to answer those prior to the quiz being able to submit.
