How can the instructor view or provide feedback on a completed self-assessment?

The recommendation is to provide feedback comments for each self assessment question.

Yes, I read that, but that can mean a few things. I found that self-assessments are not saved, so there is no way to view them. That would be a good piece of information to add to your shared page. I realize now that it means auto feedback, not post-submission feedback, and that was what I was wondering about.
