Cannot confirm Phone Number for Notifications

I'm trying to turn on sms notifications but the text message confirmation code will not go to my phone. I've verified my phone number 3 times on the site. I have clicked and confirmed it said it resent a new code each time. Nothing is coming through.

Can you check if the Mobile configuration variable d2l.Tools.Notifications.Methods.MobileEnabled is turned on?
